to facilitate by every means the Military arrangements for

the defence of the Colony, I feel assured that you will not

permit the interests of the Colony to be subordinated to

such claims as are advanced by the Military Authorities.

This Government is ready to deal liberally in all matters

relating to land required for defence, but I must resist

attempts to bring about inequitable exchanges based on claims

to land to which I am advised the War Department has no title,

holding as I do, that the increase of the Military Contribu-

tion to 20% involves the condition that all lands required

for Military occupation must be paid for at the market value.

If any delay occurs in carrying out Military schemes the

blame will rest with the Military Authorities.
